Two more people have been arrested in connection with a theft at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, as stated by law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area on suspicion of theft and assault and a woman, 23 was arrested for suspected conspiracy to commit robbery. They both remain in custody, the force said.

The arrests follow an investigation into an assault at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the incident, a pair of female travelers were robbed of their luggage upon exiting a car park lift.

A three-year-old girl was among the those hurt during the incident. A total of five individuals were taken to the hospital for treatment and have since been released.

Police arrested a 31-year-old man for suspected theft and assault near the location. He was subsequently released pending further inquiries as the investigation proceeds.

Authorities were called at approximately 8:10 in the morning GMT after reports came in regarding several people injured by a noxious substance thought to be pepper spray.

The attack - which authorities stated was a standalone incident and not considered terrorism - resulted in delays to rail services and the partial closure of the main airport tunnel and the T3 parking facility briefly.
